Shift a vector by a (x,y) offset, and optionally a z offset.
The shifting only updates the coordinates (data is untouched).

yoff (float) – Translation y offset.
zoff (float) – Translation z offset.
inplace (bool) – Whether to modify the raster in-place.

- Returns:
Shifted vector (or None if inplace).
